What is the best approach for teaching English in Albania and Kosovo?

A while back I got an email from a friend that teaches English in Kosovo with an excellent question about methods and textbooks. Here is part of the email and my thoughts on the issues:

Hi Joshua,

That’s [ELTA Conference] a good idea. Unfortunately I’ll be in Australia on home assignment during this time. I would have loved to come. I am still trying to work out how you do English teaching here in Kosova. Do you go the traditional route as a Grammar-translation method? Do you take students through workbooks such as Headway/ Exploring English? Or do you just concentrate on conversational English and pronunciation and just supplement the academic approach they get in schools
